Even though I have worked in Sierra Leone in the past, the role of MLI Country Lead has given me the opportunity to build upon these previous experiences and to work closely with members of the Ministry of Health and Sanitation (MOHS), to support the implementation of health policies and reforms that they have prioritized. In collaboration with the Ministry of Health and key development partners, we are working to build capacity within the senior levels of the Ministry while simultaneously working to provide specific technical assistance: health financing and health insurance, donor coordination, human resources for health, and reproductive and child health.
Last month, the MOHS and the National Social Security and Insurance Trust (NASSIT) held consultative meetings at the regional and national level to discuss the establishment of the National Social Health Insurance Scheme. The meetings were a result of a study commissioned by the MOHS in 2008 to assess the health insurance options for the establishment of social health insurance in the country. The findings of the study (conducted by ILO in collaboration with NASSIT) led the participants to agree upon the creation of the National Social Health Insurance Scheme (NASHI). The scheme will be lead by a diverse board of trustees, composed of the key stakeholders with an interest in the health insurance. A pilot of NASHI is envisioned to start no later than January 2010.
The National Insurance Project will provide an opportunity to create mechanisms to protect the population against the financial burdens associated with illness. It is expected that this will increase the access to health care services and thus positively impact the health status of the population. To achieve these considerable goals, there are many steps that need to be taken. MLI, and many other development partners, will contribute to strengthening the capacity of the health system in order to reach the desired levels of performance.
The MOHS has promoted and advanced many policies and reforms in the past ten years. These achievements would not have been possible without the critical involvement of visionary leaders. The further strengthening of organizations, institutions, and leadership and management skills is crucial to the continuous success of health sector reforms in the country. Through my role with MLI, I intend to help carry out its’ mission to support the strengthening of MOHS management and leadership capabilities, so they can better respond to the many challenges the health sector faces. As a step in this direction, MLI will conduct trainings to enhance the management and leadership skills of the senior team through the expertise of senior advisors and tailored courses.
The work ahead looks promising due to the commitments made by the entire MLI team and MOHS to contribute to the health sector reform in Sierra Leone. It is a pleasure to work with both the MOHS staff and the development partners in the country.
