In the spirit of South-South learning two MLI countries, Mali and Senegal, are completing a week long study tour in Rwanda to refine their strategies for innovative health financing and risk pooling in order to accelerate progress toward the Millennium Development Goals and to improve health outcomes.  Rwanda is considered a pioneer of performance-based financing and is one of the only countries worldwide to scale up community-based health insurance, known locally as mutuelles, to a national level.  The Mali and Senegal delegations, consisting of senior ministerial leaders and technical experts, are studying the political and technical aspects of Rwanda’s mutuelles and performance- based financing programs, in addition to making district visits to observe the day to day operations of these programs.   The Rwanda tour is one type of peer sharing opportunity provided through MLI’s five-country learning collaborative.
