Kampala Declaration

In November 2005, for the Africa region as a whole, the participants of the "Evidence Based Workshop on Fair and Sustainable Health Financing" in Kampala endorsed the "Kampala Declaration". It states that health is a fundamental human right, which must be supported by fair and sustainable health financing systems. It affirms that out of pocket spending should be minimized and prepayments expanded to avoid impoverishment of households and move towards universal coverage.

Accra Agenda for Action

At the Third High Level Forum, Ministers and agency heads endorsed the Accra Agenda for Action (AAA) to deepen implementation of the Paris Declaration and respond to emerging aid effectiveness issues.  The AAA was prepared through a broad-based process of dialogue at both country and international levels: through the work of WP-EFF and its joint ventures, regional preparatory consultations, the partner country contact group, the Consensus Group, the Advisory Group on Civil Society, and the non-Development Assistance Committee donor group.
